Question: If you work as a project or program manager for at least 1,500 hours per year, then you can earn 5 PDUs for each full calendar year. What if you worked less than 1,500 hours per year as project or program manager ?

Answer:  PMI has since changed the PDU categories and the requirements a bit. But the general idea is still the same: If you work as a PM you will earn PDUs.
